Head counts

Under the Workplace Health and Safety Regulation 1997 (PDF, 1.4 MB), anyone who uses a boat to transport people to a recreational snorkelling site must be certain that all people on board are accounted for.

Where possible, use active counts (or roll calls) because they are more accurate than a head count (which should be conducted twice). A roll call involves each passenger responding when his/her name is called.
